Philadelphia is launching a new task force on November 3 to combat illegal dumping, using surveillance cameras, rapid clean-up crews, and strict enforcement.
Led by Mayor Cherelle Parker, the initiative will fine violators $2,000 per item for dumping without a vehicle and $5,000 per item when using a vehicle, plus restitution for clean-up costs.
The city already has 470 cameras in place and will deploy 40 sweep officers, sanitation workers, and park rangers to issue violation notices.
This marks a shift toward holding offenders accountable, with fines and potential court action.
The effort aims to reduce the city’s $1.6 million annual cleanup costs and address long-standing community concerns, especially in underserved neighborhoods.
