The European Commission has preliminarily found Meta and TikTok may be violating the EU’s Digital Services Act by failing to provide user-friendly tools for reporting illegal content like child sexual abuse material and terrorist content, with complex processes and deceptive design elements discouraging users.
It also raised concerns over inadequate appeal systems and restricted access to public data for researchers, undermining transparency and oversight.
The findings, part of an ongoing investigation, could lead to fines of up to 6% of global annual revenue if confirmed.
New rules allowing deeper researcher access to data will take effect October 29, 2025.
