Prosecutors say he steered contracts to friends, received about $85,000 in kickbacks, misused a district purchasing card, and evaded taxes.
Horton, who resigned from DeKalb County in October and will receive his $400,000 salary for 30 days under Georgia’s severance rules, was released without bail under strict conditions.
His attorneys deny the allegations, citing his record of improving school systems and claiming he faced threats during his tenure.
Norman C. Sauce III has been named interim superintendent.
