Canada’s disaster aid costs could double by 2034 due to climate change and development in risky areas, a new report says.
The Parliamentary Budget Officer projects Canada’s federal disaster assistance costs will rise from $881 million in 2024 to over $1.8 billion by 2034, driven by more frequent wildfires and storms, stronger weather events, and population growth in vulnerable areas.
While flood frequency remains stable, average costs per disaster have increased.
Annual assistance is expected to reach $1.2 billion for floods, $325 million for wildfires, and $258 million for storms.
The findings, released October 23, 2025, highlight growing fiscal pressures due to climate change and development in high-risk zones.
