Bury Council approved a retrospective application to keep a Bolton Road property as an eight-bed HMO despite its initial unauthorized nine-bed conversion, citing soundproofing, reduced bedrooms, and NHS nurse occupancy, though neighbors and a local councillor opposed the size and lack of prior approval.
Meanwhile, Bolton Council rejected a separate proposal to convert a Rawson Road house into a five-bed HMO with a two-storey rear extension, citing disruption to the area’s traditional terraced character and a new rule requiring planning permission for HMOs with more than three occupants.
Both decisions were made in October 2025.
