Enrollment at Wisconsin’s public universities reached a record 164,626 students in fall 2025, marking the third straight year of growth—the first such streak since 2010.
In-state freshman enrollment rose 5.5% to 1,033 more students, driven by the Direct Admit Wisconsin program and the reinstated Wisconsin Tuition Promise, which boosted enrollment at participating campuses by over 9%.
Nine of 13 campuses saw gains, with UW-Whitewater and UW-Stevens Point leading.
Despite overall growth, international student enrollment fell 7.6% due to federal policy changes.
UW-Madison remained the largest campus, while UW-Superior had the smallest enrollment.
The data, based on the 10th day of classes, reflects full-time equivalent enrollment and includes the closure of UW-Platteville’s Baraboo campus.
