Portland adopts new Urban Forest Plan to plant 15,000 trees, boost equity, and enhance climate resilience.
Portland City Council has adopted a new Urban Forest Plan to expand and equitably manage the city’s tree canopy, prioritizing neighborhoods with the least tree cover.
The plan sets a higher citywide goal, includes strategies to reduce tree care costs, improve street tree maintenance, and update the Tree Code, and is backed by funding from the General Fund, Parks Levy, and the Portland Clean Energy Community Benefits Fund.
It supports planting at least 15,000 new trees and workforce training, and was shaped by extensive public input.
The plan replaces the 2004 version with clearer timelines and accountability measures to enhance climate resilience and environmental justice.
