Norway pledges $98.3 million in energy aid to Ukraine for winter resilience.
Norway has pledged NOK 1.5 billion (about $98.3 million) in new energy aid to Ukraine, announced by Prime Minister Jonas Gahr Støre during a meeting with President Volodymyr Zelenskyy in Oslo on October 22, 2025.
The funding, part of Norway’s ongoing support for Ukraine’s energy security, will help ensure stable electricity and heating supplies during winter amid continued Russian attacks on infrastructure.
The aid, delivered through the EU’s Ukraine Investment Framework, marks Norway’s first direct contribution to the instrument.
It builds on previous support, including a $150 million gas purchase package, and reflects continued Western commitment to Ukraine’s resilience through 2026.
