UK to limit parental rights for convicted child rapists, even without court proof, to protect children.
On October 20, 2025, the UK government introduced new legal reforms allowing local authorities to restrict parental rights for individuals convicted of rape or serious sexual offences against children, including their own, even if rape wasn’t proven in court.
The changes, part of the Victims and Courts Bill, enable referrals to family court to limit decisions on education, medical care, and travel for children conceived through rape.
Supported by Deputy Prime Minister David Lammy and Minister Alex Davies-Jones, the measure aims to protect children’s safety and rights, prevent ongoing abuse, and support survivors.
The reforms are a key component of the government’s plan to halve violence against women and girls within a decade.
