South Carolina's election commission uncovered a $33M ballot machine cost, $5M over initial reports, due to withheld fees and a $10M loan with added interest.
The South Carolina State Election Commission discovered its ballot machine contract cost $33 million—$5 million more than initially reported—after former Executive Director Howard Knapp failed to disclose additional fees, taxes, and interest.
The agency, which relied on Knapp to prepare a $32 million budget request, also learned it had taken a $10 million loan from TD Bank with a September payment due, but delayed state funding forced a repayment plan in February with $140,000 in extra interest.
Commission Chair Dennis Shedd said the full contract was never reviewed, and multiple state agencies are now investigating Knapp’s conduct.
No election integrity issues have been found.
