Minnesota and Prairie Island Tribe launch cannabis wholesaling under new compact.
Minnesota Governor Tim Walz signed a cannabis compact with the Prairie Island Indian Community on October 20, 2025, allowing the tribe to begin wholesaling cannabis to state-licensed businesses next month.
The agreement, the third between the state and a tribal nation, supports Minnesota’s recreational market launched in 2023 while upholding tribal sovereignty.
It includes standardized product testing, data collection, and quality control.
The tribe may open up to eight off-reservation retail locations, limited to one per city and three per county, with sales subject to a 15% state cannabis tax, 6.875% state sales tax, and local taxes.
