The incident occurred on October 3, 2023, at 19th and Holly streets when Officer Kovach, responding to a non-urgent call, drove the wrong way on a one-way street, striking the vehicle Holmes was in.
Holmes died, and passenger V’yon Parks was seriously injured.
The city agreed to the settlement on October 7, 2025, with $400,000 for Holmes’s estate and $100,000 for Parks.
The lawsuit alleged negligence and improper emergency response, though no criminal charges were filed against the officer.
The driver, Detrail Porter, was charged with driving without a license and causing a fatal accident.
