China has completed the world’s first wind-powered underwater data center in Shanghai’s Lin-gang Special Area, a 24-megawatt facility running on over 95% green electricity, cutting energy use by 22.8% and eliminating land and water use.
Using seawater for cooling, it reduces cooling energy from 40–50% to under 10%, achieving a PUE of 1.15—exceeding China’s 2025 target.
The project integrates offshore wind power from the East China Sea and supports Shanghai’s goal to reach 200 EFLOPS in computing capacity by 2027.
A larger 500-megawatt UDC project is underway with multiple Chinese firms.
