Australia backs $80M loan for rare earth project to boost U.S. clean energy and defense supply.
Export Finance Australia has issued a conditional, non-binding Letter of Support for up to A$80 million in senior debt financing for the Donald Rare Earth and Mineral Sands Project in Australia, a major critical minerals initiative by Energy Fuels Inc. and Astron Limited.
The project, requiring A$520 million in total funding and aiming for a 50% debt-to-equity ratio, is shovel-ready and targeted to begin production by mid-2027, pending final investment decision and financing.
It will produce rare earth elements, including key heavy REEs like dysprosium and terbium, with all Phase 1 output under a long-term offtake agreement with Energy Fuels for processing at its Utah mill, which plans to produce separated heavy REE oxides by late 2026.
The project could supply about one-third of U.S. dysprosium and a quarter of terbium demand, supporting clean energy, defense, and advanced manufacturing.
Financing efforts are advancing alongside early site work and procurement of long-lead equipment.
