Current rules limit under-20 drivers to routes under 50km, despite allowing them to operate large vehicles like articulated lorries without such limits.
Industry leaders argue the rule is outdated and hampers recruitment, especially in rural areas, noting that young vocational drivers have fewer collisions and perform as well as older drivers.
While a previous consultation occurred and the government lowered the minimum age for train drivers to 18, no decision has been made on bus and coach reforms.
The Department for Transport says it is gathering evidence and will consider next steps, while maintaining its £1 billion investment in bus service improvements.
