A new IEA report released October 20, 2025, says achieving universal electricity access in sub-Saharan Africa by 2035 requires $15 billion annually, but only $2.5 billion was committed in 2023, with private investment falling short of needed levels.
The report highlights that 80% of the unconnected live in rural areas, where financing is scarce, and calls for expanded use of solar home systems and mini-grids, along with concessional finance covering about 40% of investment.
Affordability remains a major barrier, with 220 million unable to afford basic energy services.
Meanwhile, the Mission 300 initiative, backed by the African Development Bank and World Bank, aims to provide electricity to 300 million people by 2030, with 29 countries participating and 17 more joining in September 2025.
