Japan allows OTC sale of emergency contraceptive Norlevo, effective Oct 20, 2025, with pharmacist guidance.
Japan has approved the over-the-counter sale of the emergency contraceptive Norlevo, the first such pill available without a prescription in the country, starting Oct 20, 2025.
The drug, made by Aska Pharmaceutical, must be dispensed in the presence of a pharmacist due to its classification as “medicine requiring guidance.” No age limits or parental consent are required.
It is effective within 72 hours of unprotected sex, with about 80% efficacy.
The move follows advocacy efforts and a 2023 pilot program, aligning Japan with over 90 countries and WHO recommendations on reproductive health access.
