Monongalia County replaces group health insurance with an ICHRA to cut costs, giving employees fixed allowances to buy individual plans.
Monongalia County is replacing its group health insurance with an Individual Coverage Health Reimbursement Arrangement (ICHRA) due to unsustainable cost increases, with health insurance now consuming 13.7% of the county’s $43.6 million budget.
Under the new system, 265 employees will receive fixed allowances to choose individual plans from over 30 options, with the county covering about 98% of premiums.
Officials say 250 employees could pay less or nothing, and the change aims to prevent insurance costs from exceeding 25% of the budget within five years.
The switch follows a 34.8% premium hike tied to higher claims, and the county has set aside funds to manage potential subsidy changes.
Critics worry some may face unaffordable coverage, but commissioners say the plan was developed with employee input and includes support services.
