A third of HSE staff required to file conflict-of-interest declarations under SIPO are not complying, with only 66% submitting forms, according to Ireland’s Public Accounts Committee.
Comptroller and Auditor General Seamus McCarthy found 9% of reviewed procurement spending non-compliant, including over €2 million in contracts at University Hospital Limerick awarded to firms linked to HSE staff, none of whom submitted required declarations.
The HSE also wrote off €800,000 in 2024 for a hydrotherapy pool built in 2009 that was never used clinically, eventually repurposed for storage and scrapped due to project failure and staffing issues.
The HSE acknowledged shortcomings in oversight and compliance, stating improvements are underway.
