Oregon spends $1.3B on health care for noncitizens, exceeding state police budget.
Oregon is spending about $1.3 billion on the Healthier Oregon program, which provides comprehensive health care to noncitizens including undocumented immigrants, DACA recipients, and refugees, exceeding the state’s $717 million budget for the Oregon State Police.
The program, launched in July 2023, covers roughly 105,000 people and offers primary, dental, behavioral, emergency, and prescription services, funded mostly by state dollars with federal funds covering mandated emergency and pregnancy care.
House Republican Leader Lucetta Elmer highlighted the spending gap, calling for greater transparency, while the Oregon Health Authority maintains the program improves public health, reduces uncompensated care, and supports community well-being.
