Norfolk and Suffolk gain new devolved powers and an elected mayor in 2026, despite criticism over limited local input.
Norfolk County Council has approved a £1bn devolution deal with the UK government, creating a new combined authority for Norfolk and Suffolk with an elected mayor set to take office in May 2026.
The agreement transfers powers over transport, housing, jobs, and adult education to the region, along with a 30-year investment fund.
The authority will have four members—two appointed by Norfolk County Council and two by Suffolk County Council—with no voting rights for district councils or opposition parties.
While council leaders support the move as a step toward greater local control, critics from Labour, Liberal Democrats, and Greens have raised concerns about limited accountability, exclusion of local voices, and centralization of power.
The deal follows a previous failed attempt in 2016 and marks a major shift in regional governance.
