Nearly 900 million of the world’s poorest face severe climate risks, threatening development gains.
A new UN report released on October 17, 2025, reveals that nearly 900 million of the world’s poorest people—about 80% of those in acute multidimensional poverty—are exposed to at least one climate hazard like extreme heat, drought, floods, or air pollution.
The study, by UNDP and Oxford University, finds that 887 million poor individuals face at least one climate risk, with hundreds of millions enduring multiple overlapping threats, particularly in sub-Saharan Africa and South Asia.
Many rely on climate-sensitive livelihoods like agriculture and informal work, making them especially vulnerable.
The report warns that climate change threatens to reverse development progress and calls for urgent, integrated global action ahead of the COP30 summit in Brazil.
