The surplus followed a 4.8% increase in tax collections and comes amid a $111 billion two-year budget that includes $1.4 billion in tax cuts for middle-class families and retirees, elimination of sales taxes on residential electric bills, and new fees for vehicle registrations.
Governor Tony Evers credited responsible budgeting and tax relief for the strong fiscal position, noting that decisions on using the surplus will depend on the federal government shutdown, with a preference to keep funds in Wisconsin rather than offset federal inaction.
