Ukraine exposes 139 shadow fleet vessels and 142 captains smuggling sanctioned oil and stolen grain.
Ukrainian intelligence has identified 139 vessels and 142 captains linked to the illegal transport of sanctioned Russian and Iranian oil, as well as stolen Ukrainian grain from occupied territories, via a shadow fleet evading international sanctions.
The data, published on the War&Sanctions portal, includes new tankers introduced in 2025, ships tied to Iranian oil figure Mohammad Hossein Shamkhani and Russian-backed businessman Jamaldin Pashayev, and vessels involved in falsifying cargo origins.
Over 1,200 vessels and nearly 300 captains are now documented in the system, with maritime exports from the Baltic and Black Seas key to Russia’s war economy.
Three Syrian-owned cargo ships, sold under suspicious circumstances in 2023, are also under EU sanctions for involvement in trafficking stolen Ukrainian grain and narcotics, despite Syria’s recent U.S. sanctions relief.
