Missouri faces a legal battle over a proposed congressional map, with a lawsuit challenging its validity and signature collection efforts.
Missouri Attorney General Catherine Hanaway has sued People Not Politicians over its effort to place a referendum on the state’s new congressional map on the 2026 ballot, calling the campaign unconstitutional and alleging out-of-state dark money influence.
Secretary of State Denny Hoskins invalidated all previously collected signatures, requiring the group to restart, a move the group claims is politically driven.
The new map, signed by Governor Mike Kehoe, redraws districts, splits Kansas City into three, and is expected to favor Republicans.
A court case set for November 4 will determine whether petitioners can begin collecting signatures immediately after a bill passes or must wait for the governor’s signature.

The campaign must gather over 107,000 valid signatures from six of Missouri’s eight congressional districts by December 11 to qualify for the ballot.
