While industry estimates place Stage 1 costs between $30 billion and $40 billion, the High Speed Rail Authority’s CEO declined to provide a specific figure, citing variables like station locations and timing.
If approved, the project could be completed by 2037, featuring up to 60km of tunnels under Sydney Harbour and major waterways, using 12 to 18 tunnel boring machines and repurposing 10 million cubic metres of excavated soil for mine rehabilitation.
Most of the route from the Central Coast to Newcastle would be above ground.
The government has committed $500 million for planning and corridor protection, along with $70 million for the business case.
Officials say the project could improve regional connectivity, ease housing pressures, and support carbon reduction goals.
