The UK Parole Board has recommended that Anthony MacLean, the "Notting Hill rapist" serving a life sentence since 1989, be moved back to an open prison despite denying him full release.
The 60-year-old, convicted of multiple rapes and violent crimes in west London, showed remorse for breaching his release licence in October 2024, but the board cited ongoing concerns about his honesty, compliance, and risk factors including violent sexual behavior and emotional instability.
While further risk reduction cannot occur in a closed prison, the board believes continued testing in an open setting is appropriate.
The final decision rests with Justice Secretary David Lammy.
