Shell has made a $2 billion final investment decision for the offshore HI gas project in Nigeria’s shallow waters, expected to produce 350 million cubic feet of gas daily by 2028, supplying nearly a third of Nigeria LNG’s Train 7 expansion.
The project, a joint venture with Sunlink Energies, supports Nigeria’s goal to boost LNG exports, domestic gas supply, and economic growth.
It marks the third major oil and gas FID under President Bola Tinubu’s administration, bringing total upstream commitments to over $8 billion since 2023.
The development follows government reforms including fiscal incentives and faster approvals, credited with restoring investor confidence.
