The Housing & Development Board launched 9,144 Build-To-Order flats on October 15, 2025, across 10 projects in Singapore, including two new estates: Mount Pleasant in Toa Payoh and Berlayar in Bukit Merah.
Berlayar Residences features the highest subsidy clawback at 14% and a 10-year minimum occupation period, while other Prime projects have clawbacks of 12% or 10%.
The Plus project in Ang Mo Kio has a 7% clawback.
Prices range from S$154,000 for a two-room flexi flat to S$788,000 for a four-room flat.
Five Standard projects offer no clawback and a five-year MOP with wait times under three years.
A new Family Care Scheme allows parents and children to jointly apply for up to two units.
The launches include community care apartments and open-concept "white flats," with HDB exceeding its 2021–2025 target of 100,000 BTO units.
