Chattanooga City Council approved a Tax Increment Financing plan to fund $15 million in sewer and water upgrades at Northgate Mall, despite concerns over equity and public funding for a private project.
The mall’s operator, CBL Properties, says the aging infrastructure, some from the 1960s, must be replaced to enable future development, though sales tax revenue has dropped 50% since 2015.
While CBL holds $288 million in cash, critics question using public funds, especially as new businesses open.
The project may proceed without Hamilton County’s $1.5 million share, and the plan now moves to the Application Review Committee, with a final vote expected by December.
