The family of Kingsley Bimpong, a 50-year-old Minnesota postal worker, has filed a $120 million federal lawsuit alleging he died in a jail cell after Eagan police and Dakota County jail staff ignored signs of a stroke.
Bimpong, who had left work due to a headache, was pulled over, appeared confused, and showed symptoms consistent with a stroke, but officers suspected drug use and did not call paramedics.
Body camera footage reportedly captured concerns about his condition, yet he was transferred to jail where he lay unattended for hours, visibly distressed and incontinent.
Medical help was only provided when he began foaming at the mouth.
Toxicology tests found no drugs or alcohol.
The lawsuit claims authorities acted with deliberate indifference, and the City of Eagan stated Bimpong did not show an obvious serious medical condition at the time.
Dakota County declined to comment due to ongoing litigation.
