U.S. proposes limits on international undergrads, sparking enrollment drop.
In October 2025, the U.S. government proposed a memo limiting international undergraduate students to 15% of enrollment and capping any single country at 5%, tied to federal funding.
The policy, shared with nine universities, also bans race and gender considerations in admissions and hiring.
While Indian students are the largest group of international enrollees, current enrollment levels are far below the proposed caps, and most Indian students pursue graduate studies, not undergrad.
The policy is not yet law and may not significantly impact access for Indian students, though uncertainty has contributed to a nearly 19% drop in international student arrivals in August 2025.
