Ottawa city council has approved a housing action plan with 53 recommendations, including immediate fee deferrals and reduced community benefits charges (CBC) to boost development. The CBC is cut to 2% for most projects and 1% near transit hubs, reversing a prior proposal to eliminate it. The changes aim to revive stalled projects, encourage larger developments, and improve cash flow for builders. About 40% of measures take effect immediately, with another 40% set for rollout by spring 2026. The city expects future CBC revenues—currently under legal appeal—to fund affordable housing and infrastructure.
