Oregon approves Zenith Energy’s permit with strict pollution limits and a 2027 renewable fuel transition.
The Oregon DEQ has approved a five-year air quality permit for Zenith Energy’s Portland fuel terminal, requiring it to phase out crude oil storage and switch to renewable fuels by October 2027, along with an 80% reduction in volatile organic compound emissions.
The decision follows a $372,600 fine for unauthorized dock use and over 3,500 public comments expressing concern over pollution, earthquake risks, and potential river spills due to the site’s unstable soils.
While the new rules are stricter than before, critics argue the transition to renewable fuels doesn’t eliminate explosion or toxic release dangers.
Zenith says it’s committed to safety and Oregon’s climate goals.
