Former Scottish Health Secretary Jeane Freeman told the Scottish Hospitals Inquiry that patients were justified in feeling the government failed them during the QEUH infections scandal, stating she would not have approved the hospital’s 2015 opening had she known about serious water system issues.
Expert warnings from 2015 and 2017 were not fully reviewed by senior officials until 2018, and Freeman criticized the government’s oversight as “naive” and NHS Greater Glasgow and Clyde leaders for dismissing early concerns.
She acknowledged the emotional toll on patients and families, noting the lack of protective action worsened their distress.
The inquiry, led by Lord Brodie, has concluded evidence gathering and will resume in January 2026.
