Johnstown adopts new solar law with strict rules, caps, and a wind/battery storage moratorium.
The Town of Johnstown has adopted a new 53-page solar law, replacing a outdated one-page rule, after an 18-month moratorium on solar projects.
The law, passed unanimously, sets strict guidelines including a 20-megawatt cap per facility, prohibits solar on the most productive farmland (NRCS Classes 1–4), bans floating solar on lakes and ponds, and requires setbacks of 25 to 500 feet based on project size.
It mandates decommissioning plans for large systems, protects scenic and historic areas, and requires landscaping buffers.
The law follows a state environmental review process.
In a separate vote, the town also imposed a moratorium on wind projects and battery storage facilities.
