Ghana halts cement imports to combat illegal trade and protect local industry and construction safety.
Ghana’s Trade Minister Elizabeth Ofosu-Adjare announced on October 8, 2025, that no cement import licences have been issued since she took office, stressing strict enforcement against illegal imports, particularly from Togo, which threaten local manufacturers and construction safety.
She urged stronger border controls and coordination among agencies, commended the Ghana Revenue Authority’s anti-smuggling efforts, and directed the Ghana Standards Authority to intensify market surveillance to ensure only licensed, certified entities operate.
While cement prices dropped 20% in July 2025 due to cedi stability, officials warn illegal imports may be driving down prices unfairly and risking infrastructure quality.
