Justice Beale cited rehabilitation, family support from the teen’s grandparents, and the public interest in reform as key reasons for the decision, noting the attack was captured on CCTV.
The victim, who remains unable to feel his hand, expressed shock and fear, citing no remorse from the accused.
The case is one of the first under Victoria’s new bail laws, introduced amid rising youth crime and record knife seizures.
