The Supreme Court has condemned a "shocking" delay in Maharashtra's criminal justice system, revealing at least 649 cases where charges have not been framed despite charge sheets filed years ago, some as early as 2006.
The court, citing repeated non-appearance of accused or legal counsel, emphasized that prolonged pre-trial detention violates the constitutional right to a speedy trial.
It ordered the Bombay High Court to investigate the backlog, report on corrective actions, and consider bail cancellations or disciplinary measures against non-cooperative lawyers.
The top court also demanded a fresh affidavit on compliance within ten days and scheduled further hearings on October 17.
