Vehicle and transport complaints had the highest average cost at €18,716, followed by home improvements at €13,443.
The CCPC highlighted consumer reports in uncovering illegal practices through unannounced inspections and urged buying from Irish or EU businesses for stronger rights, including a 14-day online cancellation period.
It advised caution with suspicious prices or reviews, verifying seller details, using secure payments, and keeping records.
The commission also called for an online car history portal and more transparency in homebuying.
