Critics, including Assemblymember David Tangipa, argue the spending undermines public trust amid widespread premium hikes and a $600 million shortfall in the state’s fair plan.
Lara acknowledged record-keeping lapses but maintained the travel was work-related.
The California Department of Insurance has not commented.
