The incident, which occurred at a facility supporting people affected by homelessness, is under judicial review, with CCTV evidence reportedly available.
The accused, whose identity is protected, appeared in Dublin District Court for a trial venue ruling.
Judge Treasa Kelly determined the case too serious for the District Court, ordering it to proceed at a higher level.
The charge carries a maximum penalty of two years in prison.
The defendant, who has not yet entered a plea, was remanded on bail and will return to court in November.
Legal aid was granted.
