Texas picked Pennsylvania’s Odyssey to run its $5 billion school voucher program, despite past controversies.
Texas has chosen Pennsylvania-based Odyssey to develop and run its new school voucher program, authorized by Senate Bill 2, which could cost nearly $5 billion by 2030.
Odyssey, with experience in similar programs across five states, received $500,000 in 2023 from a donor-backed competition linked to billionaire Greg Abbott supporters.
The company has faced scrutiny over past programs, including allegations of fraud, ineligible spending in Idaho, and a dismissed lawsuit in Iowa, though it says it lost its Idaho contract due to pricing.
It has hired former Texas officials to advocate for its role.
While the state’s finance chief was to select up to five firms, Odyssey appears to be the sole company chosen so far.
