A New Hampshire state employee helped facilitate the $67 million purchase of a Nashua warehouse by a subsidiary of Chinese-owned Nongfu Spring, a company linked to China’s Communist Party and its billionaire founder, Zhong Shanshan, without violating state laws, according to an internal review by Attorney General John Formella.
The employee failed to report the company’s foreign ownership for months, sparking concerns over national security, especially given the property’s proximity to a U.S. Space Force station and its planned use for a large-scale bottling plant.
Though no laws were broken, the transaction—four times the land’s assessed value—prompted Governor Kelly Ayotte to issue executive orders restricting foreign adversaries from accessing state data and property, and the state has since adopted new screening procedures for foreign investments.
A 2024 law banning land purchases by entities from countries like China does not apply retroactively.
