Despite threats to downgrade accreditation or trigger audits, the orders had no statutory backing and were largely ignored.
Pugh said the actions were symbolic, possibly aimed at building a political profile.
Walters, who resigned amid controversy, now serves as CEO of the Teacher Freedom Alliance, a pro-America, anti-union group backed by the Freedom Foundation that offers educators an alternative to traditional unions, allowing him to continue influencing education policy outside government.
