The North Dakota Public Service Commission says the hike—adding about $22.34 monthly to average bills—results from differing clean energy policies, as Minnesota’s green mandates contrast with North Dakota’s support for coal.
While a full approval is unlikely, a negotiated settlement is expected, with public hearings in multiple cities and a formal hearing set for December 1.
