North Carolina passed 'Iryna's Law,' enabling the death penalty by firing squad for the man accused of killing Ukrainian refugee Iryna Zarutska on a Charlotte train.
North Carolina has enacted 'Iryna's Law,' a new death penalty law named after Ukrainian refugee Iryna Zarutska, murdered on a Charlotte train in 2025, potentially allowing her alleged killer, Decarlos Brown Jr., to face execution by firing squad.
The law, signed by Governor Josh Stein, reinstates capital punishment with the firing squad as an option, shortens death penalty appeals to two years, restricts bail for violent offenders, and mandates mental health evaluations.
Brown, who has a history of mental health issues and at least 14 arrests, was released on a written promise to appear in court despite concerns over his stability.
Audio recordings from a post-incident call with his sister suggest he believed external forces, not himself, caused the stabbing.
He faces both state and federal charges and remains jailed without bond.
