The probe, sparked by an anonymous tip, found that the conduct, while limited in harm, violated New Zealand’s Commerce Act by undermining fair competition.
G J Marfell Ltd and Benjamin Robertson also faced warnings for failing to comply with information requests.
The Commission stressed that price-fixing, bid-rigging, and market allocation are illegal regardless of actual market impact and can lead to fines or up to seven years in prison.
It urged tradespeople to ensure dealings with competitors are lawful and encouraged reporting of suspected cartel activity through its anonymous tool.
