West allegedly shot a woman in the neck as she tried to leave in her car, critically injuring her, before shooting Ehagaban at close range.
After fleeing in a U-Haul van, West led police on a pursuit that ended in East Hills, where he opened fire on officers, wounding one.
Both West and the injured woman were hospitalized in critical condition.
West faces charges including criminal homicide and attempted homicide.
