Two Hilo lawyers and a businessman face sentencing for defrauding Hawaii’s affordable housing program of $10.98 million.
Sentencing has been delayed for two Hilo lawyers and a Big Island businessman convicted in a federal fraud case tied to Hawaii’s affordable housing credit program.
Gary Charles Zamber, Paul J. Sulla Jr., and Rajesh P. Budhabhatti were found guilty in June 2024 on conspiracy and wire fraud charges, with Sulla also convicted of money laundering.
Their sentencing is set for January 7–9, 2025, before U.S. District Judge Jill Otake.
The scheme involved shell companies that fraudulently obtained over $10.98 million in housing credits without building affordable units.
Former state official Rudo, a key witness, pleaded guilty in 2022 to accepting bribes and agreed to forfeit over $2.1 million in assets.
Sulla and Zamber have been barred from practicing law.
